Harbin Welding Training Institute (WTI Harbin) was established in 1984 based on the cooperation between China and Germany . WTI Harbin is the earliest institute introducing the most advanced international welding training system to China . It trains welding personnel with international qualification and serves various industries.

 WTI Harbin owns a teaching faculty who once attended advanced studies in Germany and got relevant international qualification. The number of candidates trained by German experts and WTI Harbin instructors was up to ten thousand before 1998 with European and/or German diplomas including welders, welder instructors, welding specialists, welding designers, welding inspectors, welding engineers and other kinds of welding and inspection personnel.

WTI Harbin got the authorisation of International Institute of Welding (IIW) in 2000. Since then, WTI Harbin has been conducting welding training independently according to IIW guidelines and issuing the following IIW diplomas: International Welding Engineer (IWE), International Welding Technologist (IWT), International Welding Specialist (IWS), International Welding Practitioner (IWP), International Welding Inspector Personnel (IWIP) and International Welder (IW). 

Meanwhile, WTI Harbin works at company certification according to ISO3834 (EN729), DIN18800, EN15085(DIN6700), and DIN4113 in cooperation with Germany .
